Queensland Government, Department of Infrastructure and Planning
Bob Hartley & Associates provided a high level portfolio management framework to assist the department in the delivery of outdoor recreational facilities for the Queensland public.
The department is now using this framework to manage all the projects, programs and other work needed for this policy initiative. The client now has improved capability to respond to ministerial requirements.
BeMaX Resources NL
Bob Hartley & Associates was asked to develop the Project Execution Plan for the Pooncarie Mineral Sands mine in the Murray Basin, NSW, owned by Bemax Resources Ltd.
The assignment required working with the owner, EPCM contractors and LSTK providers to develop and document a "bankable" Project Execution Plan. The key elements of this $176 million project were a 1570 t/h dredge, floating wet concentrator, a mineral separation plant and associated infrastructure. The plan was completed, endorsed by the company's financial advisors and approved by the Bemax board.

GRD-Minproc, Australia
Bob Hartley & Associates was appointed study manager for a pre-feasibility study for a client of GRD-Minproc. The work involved the assessment of an existing mineral processing facility and the development of options to address the current technical and engineering issues. The report and recommendations were developed with a small team of GRD-Minproc and client personnel. The assignment was completed on schedule, below forecast cost, and to the satisfaction of GRD Minproc's client.
Previously BH Consulting Ltd was appointed to carry out a risk management assignment for a client of GRD-Minproc. The work involved a review of the scopes of two expansion projects on an existing manufacturing site. The requirements were:
- To confirm the additional installed capacity met the business need.
- To confirm the existing intrastructure would support the additional production capacity.
- To confirm the emissions of the expanded plant would comply with the existng environmental licence.
- To propose solutions to address any gaps or overlaps.
The assignment was completed on schedule, below forecast cost, and to the satisfaction of GRD Minproc's client.
Tiomin Resources Inc, Canada
BH Consulting Ltd was commissioned to act as an advisor and mentor to the project team of Tiomin Resources Inc - a Toronto based junior exploration company that had discovered world class Mineral Sands deposits on the SE coast of Kenya.
A series of facilitated workshops between Tiomin Resources, an engineering contractor and a technology supplier led to a documented plan for the technical development aspects of the project.
Following the development of this plan a number of workshops were held with senior management in Toronto to integrate the commercial, legal and marketing elements of the project.
At the completion of the assignment Bob Hartley & Associates had successfully delivered:
- A full comprehension across the entire management team of the magnitude of the task and the scope for their own and colleagues tasks,
- A Work Breakdown Structure for all activities required to implement this project,
- Clear linkages to resources and timetable to implement,
- A Risk Management Plan,
- The first real acceptance and sign-off by the full management team on the program.
Iluka Resources Ltd, Perth, West Australia
BH Consulting Ltd was commissioned to review and report the effectiveness of Iluka's project management performance over a number of recently implemented projects and recommend improvements. Following this study a new assignment was commissioned to develop, plan and implement company wide systems for project selection and planning.
The implementation of these systems improved alignment between corporate strategy and project portfolio.
